Exempts public swimming pools that received operation permits before April 1, 2010 from specific fencing requirements unless 50% or more of the fence is damaged or the owner chooses to replace it.

Prohibits the Department of Environment and Natural Resources from denying operation permits to interactive play attractions solely for failing to meet dressing and sanitary facilities requirements.

Directs the Commission for Public Health to study safety benefits of requiring fences between wading pools and swimming pools by March 1, 2012.

Suspends enforcement of wading pool fencing requirements from the effective date through July 1, 2012.

Requires the Commission for Public Health to adopt rules consistent with these provisions by January 1, 2012.
