Prohibits hunting by discharging firearms, bows, or crossbows from, on, across, or over the right-of-way of any State-maintained public road or highway statewide, except on State game lands as prescribed by Wildlife Resources Commission rules.

Requires written permission dated within the last 12 months to hunt or fish on another person's land; permission must be displayed upon request by law enforcement; membership in a hunting club with valid written permission to the club satisfies this requirement.

Establishes Class 3 misdemeanor penalty for violations; increases to Class 2 misdemeanor with $250 minimum fine and 12-month loss of hunting privileges for second or subsequent violations within three years.

Allows landowners to post property using either traditional notices (signs of at least 120 square inches posted no more than 200 yards apart) or purple paint marks (vertical line at least 8 inches long, placed 3-5 feet from base of trees/posts, no more than 200 yards apart).

Repeals numerous county-specific local hunting regulations across North Carolina to establish uniform statewide hunting permission and posting requirements effective October 1, 2011.
