Directs the Interagency Group (established in 1995) to create agronomic rates for five energy crops: miscanthus, switchgrass, fiber sorghum, sweet sorghum, and giant reed.

Requires interim agronomic rates by July 1, 2011, and final agronomic rates by December 1, 2014, to ensure proper animal waste application levels on land used for energy crop production.

Mandates that agronomic rates ensure swine waste application will not violate groundwater standards and shall consider nutrient data from research trials, peer-reviewed publications, and current studies.

Requires the Interagency Group to publish interim and final agronomic rates with guidance for technical specialists by the specified deadlines.

Directs submission of progress reports to the Environmental Review Commission, Commissioner of Agriculture, and relevant legislative committees in July 2011 and December 2014.
