Expands the definition of "victim" for restitution purposes to include third-party payors such as insurers who have compensated victims for costs or losses.

Adds "pain and suffering" as a compensable category of damages in criminal restitution cases involving bodily injury, alongside existing categories of medical costs, therapy, and lost income.

Caps pain and suffering awards at $500,000 per victim for all offenses occurring contemporaneously.

Requires courts to order restitution to victims, their estates, or third-party payors (including insurers) who have made payments to compensate for injuries or damages.

Effective date of October 1, 2011, applying to all restitution orders issued on or after that date.
