Allows cities to extend water and sewer service to designated urban growth areas outside corporate limits without discriminating against property owners in those areas using different standards than applied within city limits.

Permits cities to charge property owners in urban growth areas up to twice the water and sewer rates charged to property owners within corporate limits, plus the cost of necessary infrastructure improvements.

Eliminates the rate differential for annexed areas, requiring cities to charge the same rates as property owners within corporate limits once territory is annexed.

Delays the implementation deadline for local stormwater management programs under the Jordan Lake New Development Rule from the original date to August 10, 2014, or three months after Commission approval of a local program, whichever is later.

Directs the Commission to adopt a replacement rule substantively identical to the delayed implementation provisions, which becomes effective without standard rulemaking objection procedures.
