Appropriates $2,500,000 in federal Temporary Assistance to Needy Families (TANF) Block Grant funds for fiscal year ending June 30, 2012 to the Department of Health and Human Services.

Directs funds to be distributed as grants to approved Boys and Girls Clubs programs across North Carolina.

Requires grants to support programs designed to improve youth motivation, performance, and self-esteem, and reduce school dropout and teen pregnancy rates.

Encourages Department to facilitate collaborative applications between Boys and Girls Clubs and other youth support programs including Support Our Students and Communities in Schools.

Effective July 1, 2011.
