Amends North Carolina's Persons with Disabilities Protection Act to align with the Americans with Disabilities Act Amendments Act of 2008 (ADAAA).

Expands the definition of "person with a disability" to include conditions that are episodic or in remission, and specifies that disability determinations must disregard the effects of mitigating measures like medication, assistive technology, and reasonable accommodations.

Broadens "major life activities" to explicitly include eating, sleeping, lifting, bending, reading, concentrating, thinking, and communicating, as well as major bodily functions like immune, digestive, neurological, and reproductive functions.

Extends protections to covered governmental entities by requiring them to provide reasonable accommodations and auxiliary aids in public services, and amends the definition of "reasonable accommodations" to include making facilities accessible and providing auxiliary aids and services.

Strengthens retaliation protections by prohibiting entities from retaliating against, coercing, intimidating, threatening, or interfering with persons exercising rights under the act.
