Authorizes the Division of Motor Vehicles to produce a special license plate for the North Carolina Horse Council, Inc., bearing the phrase "NC Horse Council" with a logo designed by the organization.

Adds NC Horse Council to the list of organizations eligible for special registration plates under North Carolina law.

Requires the Division to receive a minimum of 300 applications before developing the NC Horse Council plate.

Establishes a $20.00 additional fee for the NC Horse Council plate, with $10.00 going to the Special Registration Plate Account and $10.00 to the Collegiate and Cultural Attraction Plate Account.

Requires the Division to transfer quarterly all money from the Collegiate and Cultural Attraction Plate Account derived from NC Horse Council plate sales to the North Carolina Horse Council, Inc., to promote and enhance the equine industry in North Carolina.
