Authorizes the Division of Motor Vehicles to issue special registration plates for retired members of the North Carolina General Assembly, bearing "The Great Seal of the State of North Carolina" and designating "Retired Senate Member" or "Retired House Member" with district number and letters if needed.

Charges an additional $30.00 fee for the Retired Legislator plate, with $10.00 allocated to the Special Registration Plate Account and $20.00 to the Collegiate and Cultural Attraction Plate Account.

Requires a minimum of 300 applications before the Retired Legislator plate can be developed and manufactured.

Directs quarterly transfers of revenue from Retired Legislator plate sales to the State Capitol Foundation, Inc., to support the foundation's mission and goals.

Effective July 1, 2011.
