Expands reporting standard for school principals from "personal knowledge" to "personal knowledge, a reasonable belief, or actual notice from school personnel" regarding serious crimes on school property.

Replaces criminal penalty (Class 3 misdemeanor) with administrative remedy, making willful failure to report subject to demotion or dismissal under G.S. 115C-325.

Requires principals to notify superintendent in writing or by electronic mail by end of workday when incident occurred, or no later than end of following workday.

Prohibits State Board of Education from requiring principals to report acts beyond those specified in the statute.

Effective June 23, 2011, beginning with 2011-2012 school year.
