Allows first-time offenders under age 18 at time of offense to petition for expunction of nonviolent felony convictions after 4 years and completion of sentence, probation, and 100 hours of community service.

Defines "nonviolent felony" to exclude Class A-G felonies, crimes involving assault, sex offenses, drug trafficking (methamphetamine, heroin, cocaine), certain weapons charges, and crimes involving commercial motor vehicles.

Requires petitioners to possess high school diploma or equivalent, maintain good moral character, have no outstanding restitution, and obtain character affidavits from two unrelated community members.

Permits Criminal Justice Education and Training Standards Commission and Sheriffs' Education and Training Standards Commission to access expunged records for certification purposes, notwithstanding general confidentiality protections.

Effective December 1, 2011.
