Authorizes the Legislative Research Commission to study issues related to the Ecosystem Enhancement Program (EEP).

Requires examination of the annual fee adjustment process, specifically whether using the U.S. Army Corps of Engineers' Civil Works Construction Cost Index System is necessary for fee escalation.

Directs study of whether compensatory mitigation can be performed in any hydrologic area within the same river basin as the affected site, rather than only at the original site.

Requires analysis of whether the compensatory mitigation fee payment system is the most efficient approach and how it could be revised to reduce economic impact on state businesses and industries.

Directs the Legislative Research Commission to report findings and recommended legislation to the 2013 General Assembly upon convening.
