Expands procurement methods available to the Secretary of Administration and state agencies beyond competitive bidding to include negotiations, reverse auctions, best value procurement methods, and electronic bids for goods and services.

Authorizes the Secretary of Administration to establish cooperative purchasing arrangements with federal, state, local government agencies, entities, and nonprofit organizations when it serves the state's interest.

Requires state departments, institutions, and agencies to report actual expenditures for goods and services to the Secretary of Administration when requested, in addition to providing estimates of needs.

Modifies the Attorney General's role to require assignment of a representative for negotiation assistance on service contracts exceeding $100,000 (previously requiring request when award required negotiation).

Becomes effective July 1, 2011.
