Establishes licensing requirements for business entities and nonresident individuals as irrigation contractors, requiring at least one licensed individual to execute all contracts and exercise direct supervision.

Permits experienced irrigation contractors with 10 years in business as of January 1, 2009, to obtain a license without examination if they apply before October 1, 2012, and can document competency.

Allows the Board to issue licenses to foreign corporations, foreign limited liability companies, and foreign partnerships that obtain proper authorization and meet the same requirements as domestic business entities.

Restructures the fee schedule to include separate fees for individual licenses ($100) and business entity/foreign entity licenses ($100), and introduces a $250 reinstatement fee.

Modifies disciplinary procedures to allow suspension for 60 days for continuing education violations (rather than immediate license forfeiture) and authorizes the Board to assess costs including attorneys' fees and investigatory costs in disciplinary proceedings.
