Directs the Program Evaluation Division of the North Carolina General Assembly to study the most efficient and effective methods of administering the state's local community colleges system.

Requires the study to consider the advisability of consolidating community college administration and strategies for maintaining student access.

Mandates submission of the completed study to the Joint Legislative Program Evaluation Oversight Committee, Joint Legislative Education Oversight Committee, and Fiscal Research Division by June 15, 2011.

Becomes effective upon passage into law.
