Modifies voting requirements for ordinance adoption at first reading by county boards of commissioners and city councils.

County boards must obtain approval from all commissioners to adopt an ordinance on first introduction, with exceptions for budget ordinances, bond orders, and ordinances requiring public hearings (which must be held at least 7 calendar days before the vote).

City councils must obtain approval from all governing board members to adopt an ordinance on first introduction, with the same three exceptions and 7-calendar-day public hearing requirement.

If an ordinance does not pass on first reading, it may be reconsidered at the next regular meeting or within 100 days of introduction, requiring only a majority vote to adopt.

Becomes effective January 1, 2012.
