Requires schools participating in the National School Breakfast Program to provide breakfasts at no cost to students qualifying for reduced-price meals at all grade levels, effective July 1, 2011.

If appropriated funds are insufficient to cover free breakfasts for reduced-price eligible students, local child nutrition programs may charge the maximum allowable reduced-price amount under National School Breakfast Program guidelines.

Directs the State Board of Education to report by November 15, 2011, on federally supported food service programs, including application procedures and statistics on student participation in free and reduced-price meal programs.

Requires the State Auditor to audit the Division of School Support, Child Nutrition Services by December 15, 2011, and determine whether local school units' participation in federal food service programs complies with federal and state law.
