Appropriates $150,000 from the General Fund to the Department of Health and Human Services, Division of Public Health for fiscal year 2011-2012 and $150,000 for fiscal year 2012-2013.

Funds are designated to continue vision screening at current levels for children enrolled in early childhood and Pre-K programs statewide.

Requires Prevent Blindness North Carolina to provide the Department with annual reports detailing statewide vision screening efforts, average cost per child, matching funds, equipment donations, and in-kind contributions.

Becomes effective July 1, 2011.
