Requires city councils and county boards of commissioners to designate an internet website for public access to meeting information if a free, public publisher is available that meets specified criteria.

Mandates posting of annual meeting schedules, agendas, and meeting minutes on the designated website, with minutes remaining posted for at least one year.

Requires councils and boards to notify the Secretary of State of their designated website via certified resolution and post notice of the website at public meeting rooms.

Requires at least quarterly reviews of closed session minutes to determine what previously withheld information can be released to the public, with findings documented in an adopted resolution.

Applies to city councils, county boards of commissioners, and their committees or subcommittees, but excludes separate municipal or county boards and commissions.
