Department of Health and Human Services shall study Recommendation 3.1 from the North Carolina Institute of Medicine Task Force on co-location of different populations in adult care homes.

Study shall evaluate feasibility and implementation timeline of a pilot program supporting individuals in adult or family care homes who want to transition to independent community-based housing.

Department must evaluate Medicaid 1915(i) or 1915(c) waiver feasibility, assessment processes for residents, Special Assistance program options, fiscal requirements, and statutory barriers to independent living.

Department shall report findings to the North Carolina Study Commission on Aging and the Joint Legislative Oversight Committee on Mental Health, Developmental Disabilities and Substance Abuse Services by October 1, 2012.

Act becomes effective upon passage into law.
