Modifies G.S. 159-28(a) to exempt obligations approved by the Local Government Commission from requiring a preaudit certificate on contracts and agreements.

Clarifies G.S. 159-54 to allow bond orders to be introduced after or at the same time an application is filed with the Commission, rather than after the Commission approves the application.

Amends G.S. 159-88(a) to allow revenue bond orders to be adopted after an application is filed with the Commission, rather than waiting for Commission approval.

Modifies G.S. 160A-537(d) to permit municipal service district resolutions to become effective immediately upon adoption if the governing body anticipates authorizing special obligation bonds (in addition to general obligation bonds) for the project.

Effective upon becoming law in 2012.
