Establishes criteria for tree clearing around billboards within state rights-of-way, requiring compliance with local government ordinances and preservation of prior public investments, with applicants choosing either reimbursement to the Department or removal of two nonconforming signs per existing tree removal.

Requires the Department to adopt rules for compensatory replanting at cleared billboard sites, with input from local government representatives on plant and tree types, and allows replanting as an alternative to reimbursement or sign removal requirements.

Removes "decorative water features" from acceptable gray water uses, limiting approved uses to toilet flushing, fire protection, and landscape irrigation.

Directs the Environmental Review Commission to study statutory models for water and sewer service organizations (sanitary districts, water and sewer authorities, and metropolitan districts) and recommend consolidation and reduction of these models by the 2013 General Assembly.

Clarifies that the billboard vegetation provisions do not preempt local government authority to regulate outdoor advertising.
