Authorizes the Legislative Research Commission to study the potential impacts of uranium mining in Virginia on North Carolina's economy, environment, agriculture, and public health.

Focuses on impacts to the portion of North Carolina in or near the lower Roanoke River Basin, which extends from the Virginia border to the Albemarle Sound and would be downstream and downwind of a proposed mining site in Virginia.

Directs the Commission to examine a proposed 35-year uranium mining operation that could generate at least 29 million tons of mill tailings stored near the Banister River.

Requires the Commission to assess effects on North Carolina's drinking water, surface water, groundwater, air quality, tourism, property values, agriculture, fishing industries, and citizen health and safety.

Requires an interim report to the 2012 General Assembly session and a final report to the 2013 General Assembly.
