Incorporates the Town of Fontana Dam in Graham County, North Carolina as a municipal corporation with all powers, duties, and privileges conferred on cities under North Carolina law.

Establishes a council-manager form of government with a Mayor and four Town Council members elected by qualified voters for two-year terms; first regular municipal election held November 8, 2011.

Defines town boundaries as approximately 288.5 acres at Fontana Village in Yellow Creek Township, located 1.25 miles southwest of Fontana Dam.

Authorizes the town to levy taxes and adopt a budget ordinance starting July 1, 2011, with ad valorem taxes collected according to specified schedules; no taxes levied for fiscal year 2010-2011.

Appoints temporary officers (Mayor Tammy Dees and council members Tim Gamble, Craig Litz, Vanessa Litz, and Debbie Rich) to serve until successors are elected and qualified following the initial 2011 election.
