Moves North Carolina's presidential preference primary election from the Tuesday after the first Monday in May to the first Tuesday in March, effective in 2012 and every four years thereafter.

Requires political party chairs to submit lists of presidential candidates to the State Board of Elections by the third Tuesday in December (changed from first Tuesday in February) of the year preceding the primary.

Maintains eligibility requirements allowing persons who will become of voting age by the general election in that year to register and vote in the presidential preference primary.

Changes the State Board of Elections' nomination meeting date from the first Tuesday in March to the first Tuesday in January preceding the presidential preference primary election.
