Allows vehicles hauling unhardened ready-mixed concrete to exceed normal weight limits under specified conditions, effective October 1, 2011.

Exempts qualifying vehicles from weight limit restrictions in G.S. 20-118(b) and (e), but keeps all other enforcement provisions of the Article in effect.

Prohibits exempt vehicles from operating on interstate highways, posted light-traffic roads, or exceeding posted bridge weight limits.

Sets maximum gross weight of 69,000 pounds for axles one through three and a maximum total gross vehicle or combined vehicle weight of 72,000 pounds for qualifying vehicles.

Disallows the standard weight tolerance found in G.S. 20-118(h) for vehicles claiming this exemption.
