Eliminates the North Carolina State Art Society, Inc., effective October 1, 2012, and removes its four seats on the North Carolina Museum of Art Board of Trustees, reducing board size from 29 to 25 members.

Creates a Director's Committee consisting of five members (Secretary of Cultural Resources as chair, Board chair, Board designee, Museum Foundation president, and Foundation designee) to hire, supervise, evaluate performance, and set compensation for the Director of the North Carolina Museum of Art.

Removes the North Carolina Cemetery Commission from the Department of Commerce and establishes it as an independent agency with expanded powers similar to occupational licensing boards, including authority to employ staff, hold hearings, issue subpoenas, seek injunctive relief, and purchase insurance.

Expands Cemetery Commission authority to appoint inspectors with power to enter facilities and inspect records, establish confidentiality rules for complaint records, and recover hearing costs up to $2,500 from respondents in disciplinary proceedings.

Modifies the veterinary technician appointee term on the Veterinary Medical Board to begin June 30th of the appointment year, and increases Geographic Information Coordinating Council appointees' terms from one year to three years.
