Permits community colleges to include textbooks purchased at the college bookstore in tuition rates charged to the armed services for enrolling military members.

Allows colleges to add textbook costs only if the student's branch of armed services permits this addition through their tuition assistance program.

Colleges may retain the funds attributable to textbook costs included in the tuition billing.

Applies to members of the armed services as defined in G.S. 116-143.3.

Effective upon enactment.
