Repeals existing landscape contractor registration laws (G.S. 89D-1 through 89D-10) and enacts comprehensive new licensing framework effective August 1, 2013.

Establishes North Carolina Landscape Contractors' Licensing Board with nine members appointed by Governor, General Assembly, and various industry organizations to administer licensure, examinations, and disciplinary actions.

Requires landscape contractors to obtain license demonstrating three years of experience (or educational equivalent), pass examination, obtain $10,000 surety bond, and renew annually with seven continuing education units; allows exemptions for property owners, golf courses, projects under $3,500, and certain licensed professionals.

Authorizes Board to assess civil penalties up to $2,000 per violation, deny/suspend/revoke licenses for fraud, malpractice, criminal convictions, or failure to maintain surety bonds, and seek injunctive relief against unlicensed practitioners.

Permits transitional licensing without examination through August 1, 2013 for currently registered landscape contractors, licensed irrigation contractors, certified turf grass professionals, or individuals with 10 years documented landscape contracting experience.
