Consumer Protection Division, Department of Justice shall coordinate a Task Force on Fraud Against Older Adults with representatives from multiple state agencies, the Banking Commission, Senior Tar Heel Legislature, and other approved associations.

Task Force shall examine strengthening laws to protect older adults from abuse and fraud, establishing statewide reporting systems for fraud incidents, and creating partnerships between banking and law enforcement to prevent fraud.

Task Force shall examine granting the Attorney General authority to initiate prosecutions for fraud against older adults.

Task Force shall submit interim report to North Carolina Study Commission on Aging by November 1, 2011, and final report with findings, recommendations, and draft legislation by October 1, 2012.

Bill ratified June 16, 2011, effective upon becoming law; cites Federal Trade Commission data showing North Carolina ranks 24th in fraud complaints per capita and that consumers over age 50 account for 26% of identity theft and 30% of fraud complaints.
