Amends S.L. 2009-407 to extend the reporting requirements for the University of North Carolina Institute on Aging and the Division of Aging and Adult Services regarding preparation for increased numbers of older adults due to baby boomer aging.

Expands the scope of preparatory activities to include other state agencies as applicable in organizing meetings with gerontologists, researchers, county representatives, and service providers to identify and prioritize aging-related issues.

Requires specific tasks including consolidating information from 2010 Aging Policy Roundtables and surveys into actionable issues, identifying critical activities needed, and prioritizing issues annually with input from the Governor's Advisory Council on Aging.

Changes reporting deadline from November 1, 2010 to require annual progress reports on or before October 1 from 2011 through 2015.

Emphasizes utilization of retirees and volunteers to help local governments and the state address unmet needs resulting from fiscal limitations.
