Adds "sexual orientation" and "gender identity" to protected classes in North Carolina's State Personnel Act nondiscrimination provisions for state employment and local political subdivisions.

Expands the grounds for contested cases in administrative hearings to include discrimination complaints based on sexual orientation or gender identity in hiring, promotion, demotion, termination, and harassment cases.

Allows state employees and job applicants to appeal denials of employment, promotion, or training based on alleged discrimination involving sexual orientation or gender identity to the State Personnel Commission.

Prohibits the state from being required to provide preferential treatment, special rights, or affirmative action programs based on sexual orientation or gender identity.

Effective upon enactment.
