Realigns North Carolina House of Representatives districts following the 2010 federal decennial census to establish new district boundaries for the 2012 election and thereafter.

Establishes District 1 and specifies that district boundaries are based on 2010 Census Redistricting TIGER/Line Shapefiles for voting tabulation districts, tracts, block groups, and blocks.

Prohibits changes to House district boundaries if voting tabulation district boundaries are modified, maintaining districts as depicted in 2010 Census Redistricting TIGER/Line Shapefiles.

Assigns any unspecified areas within the state to districts based on three criteria: areas completely surrounded by one district go to that district; areas bordering multiple districts go to the least populous; and areas bordering one district and another state or ocean go to that district.

Takes effect upon enactment and applies to elections held on or after January 1, 2012.
