Reduces maximum special indebtedness authorization for UNC System land acquisition from $25,000,000 to $10,000,000.

Reduces maximum special indebtedness authorization for Department of Environment and Natural Resources Land for Tomorrow initiative from $50,000,000 to $10,000,000.

Eliminates $2,438,000 in special indebtedness authorized for a horse park capital improvement project at North Carolina Agricultural and Technical State University in Rockingham County.

Removes prior restrictions limiting UNC System and DENR project funding to $10,000,000 before July 1, 2011.

Prohibits encumbrance of funds, contract entry, or debt issuance for any deauthorized projects effective upon the act's passage.
