Increases the monetary threshold for State Board of Community Colleges authority over construction projects from $1,000,000 to $4,000,000 in estimated public expenditures.

Limits State Board authority to State-funded property developments only, removing previous coverage of non-State funded projects.

Allows the State Board to delegate its construction authority to individual community colleges if they meet guidelines approved by the State Building Commission and Director of the Budget.

Exempts non-State funded capital improvement projects from Department of Administration oversight requirements if the State Board determines the college has sufficient expertise to manage the project.

Effective upon enactment for all projects initiated on or after the effective date.
