Amends G.S. 160A-312 to authorize the City of Kinston to operate public enterprises and provide services to areas and citizens outside its corporate limits, removing prior liability restrictions for service failures outside city boundaries.

Requires all rules governing public enterprise systems to apply equally both within and outside the city corporate limits with no differing treatment between areas.

Mandates equal access to public enterprise services for all citizens inside and outside the city, while allowing rules to prioritize services based on available excess capacity.

Requires cities to account for public enterprises in separate funds and prohibits transferring money from these funds to other accounts except for capital project funds for construction or replacement of assets.

Applies only to the City of Kinston and becomes effective June 30, 2013, with exemptions for electric power generation, public transportation systems, and off-street parking facilities.
