Senate Bill 474 - Photo ID Requirement for Schedule II Controlled Substances

• Requires pharmacies to request valid, unexpired government-issued photo identification before dispensing Schedule II controlled substances or specified Schedule III controlled substances.

• Acceptable forms of identification include driver's license, special identification card, military identification card, or passport.

• Pharmacies must document the recipient's name, type of identification presented, and identification number, and retain this information for three years.

• Requires pharmacies to make identifying information available to authorized persons within 72 hours upon request, or submit the information to the controlled substances reporting system to achieve compliance.

• Exempts health care facility employees receiving controlled substances for residents or patients, and does not require the person presenting identification to be the same person as the prescription recipient.

• Effective date: March 1, 2012.
