Directs the State Board of Education to allot State funds based on one local school administrative unit (LEA) per county instead of per individual unit.

Requires the State Board to convert existing per-unit funding formulas to per-county formulas, using total average daily membership of all units in a county as the basis for graduation.

For city school units spanning multiple counties, allocates each county's portion of students to that county's average daily membership calculation.

When a county contains multiple LEAs, the State Board shall divide the county's allotted funds among units based on their individual average daily membership.

Exempts Nash-Rocky Mount, Edgecombe County, Cleveland County, and Gaston County School Administrative Units from this funding change; effective July 1, 2011.
