Enacts a Mental Health Workers' Bill of Rights as Article 8 of Chapter 122C of the General Statutes, establishing core workplace rights and standards for mental health workers.

Guarantees rights including a safe workplace, adequate staffing levels, updated equipment, family-supporting wages, and the right to refuse excessive overtime.

Provides workers the right to timely briefing about patient behaviors, treatment with respect and dignity, and fair and equal treatment regardless of race, gender, age, national origin, sexual orientation, disabilities, or religion.

Establishes grievance procedures allowing workers to grieve matters affecting safety, evaluations, raises, transfers, and promotions with representation at all levels.

Ensures workers have input in decisions impacting working conditions at facility, departmental, and legislative levels.
