Modifies S.L. 2010-195 to clarify that additional renewable energy credits assigned to the first 10 megawatts of biomass facility capacity in cleanfields renewable energy demonstration parks are eligible to satisfy poultry waste set-aside requirements under G.S. 62-133.8(f).

Requires additional credits from the first 10 megawatts of biomass capacity to be used first to meet poultry waste set-aside requirements before being applied to other renewable energy compliance obligations.

Maintains triple credit assignment for biomass renewable energy facilities, with the triple credit applying only to the first 20 megawatts of biomass capacity across all cleanfields parks statewide.

Became effective upon ratification on June 23, 2011.
