Authorizes the Division of Motor Vehicles to create and issue a special "Farmland Preservation" license plate in North Carolina.

Requires a minimum of 300 applications before the plate can be developed and issued to vehicle owners.

Imposes an additional fee of $30.00 for the special plate, with revenue distributed to the Collegiate and Cultural Attraction Plate Account.

Directs quarterly transfers of Farmland Preservation plate revenues to the North Carolina Agricultural Development and Farmland Preservation Trust Fund established under G.S. 106-744.

Becomes effective July 1, 2011.
