Honors the life and memory of John McNeill Smith, Jr., a former member of the North Carolina General Assembly who died on January 15, 2011, at age 92.

Recognizes his service as an attorney in Greensboro for over 50 years, his work in civil rights and constitutional law, and his leadership roles in professional organizations including chair of the Individual Rights Section of the American Bar Association.

Acknowledges his legislative service, including election to the North Carolina House of Representatives in 1970 and appointment to the North Carolina Senate in 1971, followed by three additional Senate terms.

Recognizes his extensive community contributions, including roles with the Greensboro Chamber of Commerce, North Carolina Center for Public Policy Research, and Board of Ethics (chair 1980-1984).

Directs the Secretary of State to transmit a certified copy of the resolution to Smith's family.
