Adds new section G.S. 106-806 authorizing construction or renovation of swine houses at preexisting swine farms (those operating before October 1, 1995, or with approved site evaluations before that date) without certain regulatory restrictions that apply to new farms.

Allows swine house renovation or construction on preexisting farms if it does not increase the permitted capacity of the swine farm measured in annual steady-state live weight capacity.

Permits renovations that do not require increased capacity for animal waste management systems at the swine farm.

Prohibits renovations from bringing swine houses closer to residences, schools, hospitals, churches, or property boundaries than current siting requirements allow, unless the affected property owner provides written permission recorded with the register of deeds.

Prohibits swine house renovation or construction in the 100-year floodplain regardless of the existing structure's footprint and does not apply to new swine farms.
