Restricts voter registration forms printed or distributed by the State Board of Elections and county boards of elections to English only, except where required by federal law.

Amends G.S. 163-82.5 to clarify that distribution of voter registration forms must comply with the English-only requirement established in new section G.S. 163-82.4A.

Does not invalidate voter registration applications submitted on non-English forms that are otherwise valid.

Becomes effective January 1, 2012.
