Expands the exemption from charitable solicitation licensing requirements to include any organization with a membership composed solely of 20 or more educational institutions.

Clarifies that educational institutions, foundations, departments, and multi-institutional organizations affiliated with accredited schools or schools complying with Article 39 of Chapter 115C are exempt from solicitation licensing.

Removes the word "and" between existing exemptions to clarify that each exemption category stands independently.

Becomes effective July 1, 2011.
