Honors the life and memory of Bertha "B" Merrill Holt (1916-2010), a pioneering female politician and community leader in North Carolina.

Recognizes Holt's service as the first woman to represent her district in the North Carolina House of Representatives, serving from 1975 to 1994 with roles including Cochair of the Appropriations Subcommittee on Justice and Public Safety.

Acknowledges her extensive involvement in civic organizations, educational institutions, and the Episcopal Church, as well as her role as a delegate to the 1995 Fourth United Nations Conference on Women in Beijing.

Directs the Principal Clerk to transmit a certified copy of the resolution to Holt's family, which includes one daughter, two sons, six grandchildren, and three great-grandchildren.
