Authorizes the Joint Legislative Commission on Municipal Incorporations to study the procedure for incorporating municipalities in North Carolina, including evaluation of Article 20 of Chapter 120 of the General Statutes.

Grants the Commission power to meet at any time upon joint call of cochairs, meet in the Legislative Building or Legislative Office Building, and contract for professional, clerical, or consultant services.

Requires the Legislative Services Commission to assign professional staff to assist the Commission and House and Senate Directors of Legislative Assistants to assign clerical staff, with clerical expenses borne by the Commission.

Authorizes the Commission to submit an interim report to the 2012 General Assembly, Regular Session 2011, and a final report to the 2013 Regular Session.

Takes effect when enacted into law.
