Establishes a Certificate of Restoration of Rights for individuals convicted of no more than two charges in one court session with convictions no higher than Class G felony and no other criminal record.

Allows courts to grant certificates that relieve collateral sanctions and disqualifications if the individual meets criteria including 12 months post-sentence completion, lawful occupation engagement, sentence compliance, no pending charges, and no unreasonable public safety risk.

Prohibits certificates from relieving sex offender registration requirements, motor vehicle license suspensions under Chapter 20, or ineligibility for law enforcement, corrections, probation, or prosecution positions.

Permits courts to modify or revoke certificates for subsequent conviction or material misrepresentation, and allows victims to participate in certificate proceedings through the Victim Witness Coordinator.

Becomes effective December 1, 2011.
