Establishes the "Accessible Electronic Information Act" to create a statewide service providing accessible electronic information to blind and disabled persons using high-speed computer and telecommunications technology.

Authorizes the Division of Services for the Blind in the Department of Health and Human Services to establish, operate, and administer the service and enter into agreements with qualified entities (state agencies, political subdivisions, or nonprofits).

Defines eligible users as individuals eligible for library loan services through the Library of Congress and the North Carolina Library for the Blind and Physically Handicapped.

Appropriates $75,000 from the General Fund to the Department of Health and Human Services for the 2011-2012 fiscal year to maintain the accessible electronic information service.

Becomes effective July 1, 2011.
