Increases the administrative fee for in rem tax foreclosure proceedings from $50 to $250 in North Carolina.

The fee is charged to defray administrative costs associated with mailing notices and publishing foreclosure proceedings.

All costs of mailing and publication, plus the $250 fee, are added to the tax lien amount and must be paid by the taxpayer when taxes are collected or property is sold.

Effective July 1, 2011, and applies only to in rem foreclosure proceedings commenced on or after that date.
